State Elections Official Certification Understanding and Privacy Use Policy


The Georgia Secretary of State Elections Division - Georgia Election and Registrar Official Certification (GEROC) program is designed for county election officials in Georgia and not intended for general members of the public pursuant to O.C.G.A. §§ 21-2-100 and 21-2-101.

The certification has 10 courses and accompanying assessments with a pass rating of 80% per assessment to achieve official certification through this curriculum.

Definitions


LMS: A learning management system (LMS) is a software application or web-based technology used to administer, deliver, and assess electronic educational technology courses and/or programs. The current approved LMS for Georgia Secretary of State Elections Division is FORMA.LMS, and Powered by Sctyl.

Asynchronous Learning: A teaching method that uses online learning resources to facilitate learning. In asynchronous learning courses users are not required to be online at the same time, therefore, learners can work at their convenience to complete the certification within the specified time pursuant to O.C.G.A. § 21-2-101.

GEROC Certificate: An official certificate is issued after the completion of the online program. The certificate is evident of having completed the requirements to acquire the knowledge, skills, and abilities to administer elections in the State of Georgia generally, to represent a declaration of an individual’s professional competence. A paper certificate will be available for download under “My Certificates” once the certification program is completed.

Roles and Responsibilities


The Office of the Secretary of State Elections Division (hereafter SOS) intends to improve county elections superintendent and registrar success by ensuring optimal performance of the LMS by overseeing system access authorizations, managing account creations, maintaining system operations, training users, and providing technical support.

Applicability


This policy shall apply to SOS staff and Georgia county election superintendents and registrars utilizing the state supported LMS for instructional/learning/accreditation purposes.

LMS Appropriate Use Policy


All users of the LMS must not use the system for purposes other than SOS learning and certification activities. All users who have access to learning content and other information in the LMS are required to adhere to the safeguards to prevent the unauthorized access and disclosure of course content and answers to assessments. Once access credentials are granted, it is required that the user access and participate in the coursework independently. All users of the LMS are responsible for maintaining the security of usernames, passwords and any other access credentials assigned. Access credentials may not be shared or given to anyone other than the user to whom they were assigned. To enforce the intent of law and support professional standards of the field, access to the LMS is granted and limited to Georgia county elections superintendents and registrars in active employment status with one of Georgia’s 159 counties authorized under of O.C.G.A. § 21-2-101.

User Management and Access


All users of LMS must access the system through a designated account which will be issued by SOS directly or either through your designated county administrator or through self-registration. For purposes of managing program curriculum and continuous quality control, SOS staff will be granted access to review and perform assessment activity including, but not limited to, viewing learning outcomes, reports, change logs, assessment scores, login attempts, assessment attempts, IP addresses, user profiles, user analytics, and certificates. Access to the LMS may be disabled or suspended for users who display inappropriate behavior of general acceptable use. Users who misuse the LMS will be referred to the State Elections Board for review and disposition.
  1. All users are responsible for conformance to SOS policies and procedures, as well as meeting technical requirements to access course content.
    1. Users must have reliable access to internet.
    2. Users are encouraged to provide a .gov (or equivalent, i.e., name@county.org) email address for county employee validity measures.
    3. Users should coordinate with their Information Technology Departments to regularly upgrade their personal browsers to meet minimum requirements for accessing LMS content when necessary or prompted. The current LMS is designed to operate efficiently in any browser.

All users must maintain an air of decorum when creating personal profiles. This includes profile pictures and display names. Users may not create profiles containing demeaning or derogatory language nor images deemed as vulgar or otherwise offensive. Users may report offensive profiles to SOS staff. Any profiles reported or discovered will be investigated and reset accordingly.
